Electric vehicle charging stations in the Tu Liem and Me Tri areas of Hanoi: 5 real charging points between new urban areas and old villages

03/09/2026

The Tu Liem and Me Tri areas of My Dinh have 5 EVsafe charging points. A unique feature here is that two different problems coexist: new urban areas have management boards and wide parking lots, while old villages like Me Tri Ha with small alleys and rental houses have their own solutions decided by the owners.

The Tu Liem, Me Tri, and My Dinh areas are where EVsafe has its second-densest cluster of charging stations in Hanoi, with 5 charging points. The notable point is not the number, but the fact that this area contains two completely different types of housing, just a few hundred meters apart: on one side, there are new urban areas with synchronized planning, and on the other side, there is the old Me Tri Ha village with small alleys and rental houses. Both sides require different charging solutions.

Note on administrative boundaries: from July 1, 2025, according to Resolution 1656/NQ-UBTVQH15, Hanoi abolished the district level and reorganized into 126 communes and wards. In this article, the terms "Tu Liem area" and "Me Tri" are used in the familiar way that people call them, for easy searching, and not as administrative unit names. The address of each station is recorded according to the current ward.

Another point that needs to be clarified to avoid confusion: after the rearrangement, Me Tri is no longer a ward name. The old Me Tri ward was divided into three new wards: Tu Liem, Yen Hoa, and Dai Mo. Now, Me Tri only exists as the name of a road and the name of a residential area, such as Me Tri Ha, Me Tri Thuong, and Me Tri urban area. In this article, Me Tri is used in that sense.

Characteristics of the area: new urban areas and old villages located next to each other

  • In urban areas: The Manor, the CT buildings around Nguyễn Cơ Thạch and the Mễ Trì urban area are all planned residential buildings with private parking lots, covered walkways, and management boards. The CT4 The Manor Sudico station with 12 installed ports is thanks to these conditions.
  • In the old village area: alley 14 Mễ Trì Hạ still retains the village structure, with narrow alleys, densely built houses, and many rental houses for workers and students. There is no management board here, the decision to install a station is made by the owner of the house or the shop.
  • The Cầu Diễn and Nguyễn Cơ Thạch roads are thoroughfares with high traffic volume all day, suitable for charging points attached to convenience stores that are open for long hours.
  • In the Đại Mỗ area, around the University of Hanoi, the main users are students and short-term renters, who often do not have a fixed charging point at their place of residence.

Two different problems in the same area

This is the point that makes the Từ Liêm area different from other areas of Hanoi. In the same locality, but the decision to install the station is made by two unrelated groups.

  • In urban areas, the installation of stations is a collective decision. It has to go through the management board or administrative board, and the building's electrical dossier must be reviewed, and it must be in line with the approved fire prevention plan. In return, when it is done, the scale is large and stable, like the 12-port station in CT4.
  • In old villages and small alleys, the decision belongs to one person. The Anh Nam station in alley 14 Mễ Trì Hạ is an example: an electric motorcycle store self-invested in 10 ports and self-operated, without needing to meet with anyone.
  • Residents of urban areas mainly charge overnight at home for their building's vehicles. Tenants in villages charge when they return from work or take advantage of visiting stores, so the charging point must be located outside the alley, with someone to watch.
  • For the group of students around the University of Hanoi, the landlord often restricts charging due to concerns about overloading the electrical system. Charging points at cafes like Tora Cafe solve that exact need.

Model of sharing revenue with premises owners and management boards

  • The premises owner self-invests in equipment: the owner receives 90% of the revenue, EVsafe receives 10%.
  • EVsafe invests in all equipment: the landlord does not have to pay initial capital, receives 40% of revenue, and EVsafe receives 60%.
  • Revenue reconciliation is done twice a month, on the 15th and 30th.

In residential areas, the shared revenue is often put into the building's operating fund by the management board instead of being paid to an individual. This is a detail that should be agreed upon in the residents' meeting before signing, as it determines who will be named in the contract.

Frequently Asked Questions

What does the building management need to approve the installation of a charging station?

Usually, it's the location of the charging pole in the parking area, the electrical diagram and the nearest electrical cabinet, as well as a connection plan that does not affect the existing load. EVsafe conducts surveys and prepares documents for the management board to present at the meeting.

My house is in alley 14 Mễ Trì Hạ, the alley is only wide enough for one car, can I still install a charging station?

Yes, that's exactly the condition of the Anh Nam station right in this alley. The pole is wall-mounted, the car is parked along the wall, and it doesn't occupy the passage.

My address is listed as Mễ Trì ward, how do I declare it correctly now?

Mễ Trì ward no longer exists. Depending on the location, the address now belongs to Từ Liêm ward, Yên Hòa ward, or Đại Mỗ ward. When surveying, the technical team will confirm according to the actual coordinates.

Do charging stations in residential areas serve people outside the building?

It depends on the entry and exit regulations of each building. Stations located in areas with security like CT4 The Manor have visitor acceptance decided by the management board.
