- 21 alley 26 Nguyên Hồng street, Nam Thành Công apartment complex, belongs to Láng ward.
Nguyen Hong was never the name of a ward, it's the name of a street. Two apartment complexes with similar names, Thanh Cong and Nam Thanh Cong, are located on either side. Why old apartment complexes are the hardest to install charging stations
The Thanh Cong, Nam Thanh Cong, and Bưu Điện apartment complexes are all prefabricated or four-to-five-story buildings without elevators, built in the 1970s and 1980s. The common characteristics create four specific difficulties:
- The electrical system has been makeshift and upgraded many times over several decades. It's impossible to add a large load without thoroughly checking the wiring and main circuit breaker of each block.
- The shared yard is very narrow and divided into parts for shops, parking, and drying areas. There's no space wide enough to install a charging station with tens of ports like in new apartment buildings.
- Since the building doesn't have an elevator, residents on the third and fourth floors often remove their batteries to charge them at home or pull cables from their windows down to the yard. This is the most dangerous and common charging method here.
- Many homes have expanded their balconies, with a mess of electrical and drying wires right above the parking area, so the location of the charging station must be carefully chosen to avoid rainwater and falling objects.

Fire safety in apartment complexes
This is the biggest concern when it comes to charging electric vehicles in old apartment complexes, and it's also the main reason why many apartment complexes completely ban charging. Outdoor charging stations have three differences compared to using household sockets indoors: each port has its own protection and automatically cuts off when detecting abnormalities, the charging location is outside the living area, so if there's an incident, it won't spread to the house, and the entire charging session is recorded on the system, so it's clear who is charging and when.
